[#278] - PayPal charging sales tax twice

This isn't really a bug, but something y'all should be aware of.

Right now the sales tax figured by ProofBuddy is sent as part of the total value to PayPal.  It's possible that if you have PayPal configured to compute sales tax that the client will be charged sales tax twice.  I haven't yet tested this, but it seems that it would happen.

I have a fix planned that will allow the admin user to optionally include the sales tax as part of the figure sent to PayPal so that if you have PayPal figuring sales tax it won't be included.  Hopefully the fix will be available by the end of this week.

Here is a patched version of index.php that will fix this problem.  Instead of of sending the order total to PayPal as a single value it is now split between amount (order total - discount), shipping, and sales tax.  This will override the sales tax setting from your PayPal settings.

Note: This is an update for the 0.6.01 version of ProofBuddy.  Users of previous versions should upgrade.  The download file for 0.6.01 has been updated with this patch as of 7/21/06.  If you downloaded after 7/21 you do not need this patch.

To update - download the attached file and upload it to the ProofBuddy folder on your server, replacing the index.php file that is already there.
